Dear friends and colleagues,  

It’s a pleasure to update you on the IEU’s recent activities and updates following B.37. Over the past few months, we have continued working on evaluations, promoting learning within the GCF ecosystem, and fostering dialogue on evaluation and climate by engaging internally and externally on our work. My heartfelt appreciation goes to my team, consultants and interns who allowed us to inform the decision-making of the Secretariat and the Board of the GCF in a meaningful and timely manner.


At B.37, 
the Independent Evaluation of the GCF's Readiness and Preparatory Support Programme was delivered and noted by the Board. During the week, the IEU's 2024 Workplan was also adopted, including the topics of next year's evaluations: 
  • Independent Evaluation of the GCF’s Approach to Whistleblowers and Witnesses;
  • Independent Evaluation of the Relevance and Effectiveness of GCF’s Investments in the Latin American and Caribbean (LAC) States;
  • Independent Evaluation of the GCF’s Approach to Indigenous Peoples;
  • Independent Evaluation of the GCF result area ‘Health, Food and Water Security’;
  • Launch of the Third Performance Review of the Green Climate Fund; and
  • Learning-Oriented Real-Time Impact Assessment (LORTA) Programme.
The IEU also continued its work on the Independent Evaluations of the GCF's Investment Framework and Approach to the Energy Sector. In the last few months, the teams have conducted thorough data collection and analysis and interviewed over 150 GCF stakeholders. Interviewees included National Designated Authorities (NDA), GCF Secretariat, iTAP, Board members, Accredited Entities and  civil society and private sectors actors. Both evaluation reports will be submitted to the Board in time for the first Board meeting in 2024. Learn more below.

The IEU continues fostering dialogue in evaluations and climate change with internal and external stakeholders through various types of events. The team organized and participated in over 40 panel discussions and workshops, with several more planned for UNFCCC COP28 in the UAE and other international conferences in the coming months. These events aim to disseminate evidence, recommendations, and lessons learned on recently completed evaluations and learnings from the IEU. Learn more below.

IEU AT B.37 
The thirty-seventh meeting of the GCF Board (B.37) was held in Tbilisi, Georgia, from 23 to 25 October 2023. Ahead of B.37, the IEU delivered its Activities Report, 2024 Work plan and Budget, as well as the final report of the RPSP evaluation.
With the recent publication of the Second Performance Review (SPR) synthesis of country case studies, the IEU held a side event on the first day of B.37 on lessons and findings from the case studies. The side event generated a rich discussion across Board members, observers, NDAs and entities (some of whom are pictured above). Speakers included the IEU’s Andreas Reumann, Head, Rishabh Moudgill, Policy and Evaluation Officer a.i., and Tamar Antidze, Independent Consultant, with moderation by Dr. Archi Rastogi, Chief Evaluation Advisor.
EVALUATION UPDATES
The Independent Evaluation of the GCF's Readiness and Preparatory Support Programme assessed the effectiveness, efficiency, sustainability, and other aspects of the RPSP. In time for B.37, the IEU completed and delivered the evaluation Final Report, which was noted by the Board. Work also continued on finalizing the 8 case studies and a deep dive on low-resilience countries, which will be released in the coming months.

The Independent Evaluation of GCF’s Approach to the Energy Sector looks at the relevance, efficiency, suitability, effectiveness, and innovativeness of GCF’s portfolio in the energy sector. From July to August, 3 more country missions were completed in Chile, North Macedonia, and Zambia, and key informant interviews were conducted with a wide range of GCF stakeholders.

The Independent Evaluation of the GCF’s Investment Framework examines how effective and fit-for-purpose the GCF’s investment framework, tools, criteria, and guidelines are in fulfilling the Fund’s strategic goals and mandate. Since July, the team has conducted key informant interviews with a wide range of GCF stakeholders.

LORTA

At B.36, the Learning-Oriented Real-Time Impact Assessment (LORTA) team held a side event to inform delegates about the programme, showcasing its achievements to date. Attendees learnt about the vision of the programme, recent progress, and key learnings, and were able to engage in an interactive Q&A with the LORTA team.

In August 2023, the IEU’s LORTA programme held a four-day in-person design workshop, the first in three years, to support selected accredited entities of the GCF, project managers, and M&E teams measure the impact of their GCF-funded projects. The workshop provided participants with an understanding of the main approaches to designing impact evaluations, the importance of developing a detailed theory of change, as well as an introduction to how spatial data and behavioural science can be incorporated into impact evaluations, among other topics. Five GCF project teams and four accredited entities attended the workshop.

The team prepared the LORTA portfolio update, which provides a quick overview of the LORTA portfolio as of June 2023 and captures several learnings that have emerged since the LORTA programme began implementation in 2018.

  • Learning Paper Summary: A second study of the evaluability of Green Climate Fund proposals - This 2-page document summarizes the IEU learning paper "Evaluability assessment of the Green Climate Fund funding proposals". Available here
  • IEU deliverable at B.36 under the RPSP evaluation - This additional deliverable of the RPSP evaluation was created to enable stakeholders’ direct and easy access to the IEU’s B.36 deliverable under the RPSP evaluation and is based on key findings from previous evaluations, a preliminary review of the landscape, evidence related to internal structure relevant to GCF’s RPSP, and some strategic reflections. BOARD ENGAGEMENT 

At B.36, the IEU hosted a side event introducing Board members, accredited entities, and observers, among others, to the unit’s impact evaluation programme, LORTA. The team introduced the audience to LORTA’s position, role and value within the GCF ecosystem, and then shared key learnings from LORTA’s most recently published baseline studies and impact evaluation reports. 

In September, the IEU held a webinar on the conclusions and areas of recommendations of the Independent Evaluation of the GCF's Readiness and Preparatory Support Programme (RPSP) for Board members, alternate members, and advisers. In this webinar, the IEU presented the conclusions and areas of recommendations from the final report of the evaluation. A similar webinar took place in October for civil society organizations, private sector organizations and accredited entities. During the events, participants shared their feedback and engaged in discussions with the evaluation teams.

At B.37, the IEU held a side event on the findings of the Second Performance Review of the GCF (SPR) country case studies. The event saw the launch of a synthesis of the case studies and generated a rich discussion across Board members, advisors, observers, NDAs, and entities.

SECRETARIAT ENGAGEMENT 

The IEU continues to use learning talks and webinars to promote the uptake of evaluative evidence, foster a culture of learning and dialogue, and build capacity within the GCF ecosystem.  EXTERNAL ENGAGEMENT & OUTREACH

In line with its TOR and the GCF Evaluation Policy, the IEU regularly engages in events, conferences, and activities to present key findings and lessons learned from its evaluations, evidence reviews and learning papers. Recent months have seen team members continue to build relationships and gain insight into the latest international initiatives regarding evaluations and climate finance.

Jeehyun Yoon,  
Evaluation Specialist (Legal & Administration)

Jeehyun Yoon is an Evaluation Specialist (Legal and Administration). She has more than 19 years of international experience with Korean development agency (KOICA), including country programming and project management in the field (Tunisia and El Salvador), evaluation, strategic planning and humanitarian assistance. She also has experience in corporate performance review, process assessment and project evaluation. She has a master's degree in urban planning and a bachelor's degree in law.
