IEU Workplan 2024

The IEU’s 2024 Workplan outlining its preliminary evaluation topics for next year and other foreseen activities of the Unit has been submitted in time for the 37th meeting of the GCF Board to take place from 23-25 October 2023 in Georgia. The GCF Board will discuss and deliberate upon the content of the 2024 IEU Workplan in B.37. Without pre-empting what the Board’s final decision will be on the 2024 Workplan of the IEU, these are the preliminary evaluation topics in the draft 2024 Workplan of the IEU.

  1. Independent Evaluation of GCF’s Approach to Whistleblowers and Witnesses: The IEU will conduct an evaluation assessing the effectiveness, relevance, and coherence of the Whistle Blower Policy system in the context of the GCF's approach to establish a secure and effective internal reporting mechanism. This evaluation will be submitted to the Board at the second Board meeting in 2024.

  2. Independent Evaluation of the Relevance and Effectiveness of GCF’s Investments in the Latin American and Caribbean (LAC) States: This evaluation will assess the relevance and effectiveness of the GCF's investments in the LAC States, aiming to assess the effectiveness of the GCF in reducing the vulnerability of local communities, the Indigenous Peoples, and their livelihoods to the impacts of climate change while assessing the sustainability of these impacts over time. This evaluation will be submitted to the Board at the final Board meeting in 2024.

  3. Independent Evaluation of the GCF’s Approach to Indigenous Peoples: This evaluation will assess the relevance and effectiveness of the GCF’s approach to and consideration of Indigenous Peoples. The final evaluation report will be shared with the Board before the first Board meeting of 2025.

  4. Independent Evaluation of the result area Health, Food and Water Security: In decision B.29/01, the Board approved the integrated results management framework, which identifies 8 results areas which originate from the GCF mitigation and adaptation logic models of the initial results management framework. One of the adaptation results areas is health, food, and water security. The evaluation will examine the results area, particularly from the perspective of relevance, effectiveness, and impact. The final evaluation report will be shared with the Board before the first Board meeting of 2025.

  5. Launch of the Third Performance Review of the Green Climate Fund: The performance review will cover progress made by GCF in delivering on its mandate as set out in the Governing Instrument and during GCF-2 and will be informed by a synthesis of previous IEU evaluations and global evidence reviews. The third performance review will be completed by the end of 2026, to align with the planning of the GCF-3 program and replenishment period.

  6. Learning-Oriented Real-Time Impact Assessment (LORTA) Programme: The IEU/LORTA programme is currently working with 23 GCF projects to help them set up impact evaluation designs, data collection, and real-time measurement systems. In 2024, the IEU will continue to work closely with its partners, accredited entities, and the Secretariat, with the aim of continuing established capacity building and advisory efforts and onboarding new GCF-funded projects.
