It takes a village: The IEU team

The IEU team consists of GCF staff based in Korea and a technical advisory group that support the Head of the IEU.

Andreas Reumann, Head of the IEU

Andreas is the Head of the Independent Evaluation Unit. His extensive experience includes designing impact monitoring systems for large R4D projects, developing alternative evaluation methods and, prior to IEU, strengthening the Center for International Forestry Research’s M&E capacity. He holds a BA in European Economic Studies and an MSc in Economics from the University of Copenhagen.

Aidyn Kaiyrbekova, Evaluations Assistant Consultant

Aidyn Kaiyrbekova is an Evaluations Assistant Consultant. Before joining the IEU, Aidyn worked at the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE) and Friedrich Ebert Foundation office in Vienna. She holds a joint MA in European Studies from Göttingen and Jagiellonian universities as well as a Bachelor’s degree in Regional Studies from the Eurasian National University, Astana.

Anastasia Aladysheva, Impact Evaluation Specialist a.i.

Dr. Anastasia Aladysheva is Impact Evaluation Specialist a.i. at the IEU LORTA programme. Before joining the IEU, she worked in the field of impact evaluations of development, humanitarian, and peacebuilding programmes for over 10 years. She worked at the International Committee of the Red Cross, the Stockholm International Peace Research Institute, and the World Bank. Anastasia holds a PhD in Development Economics from the Graduate Institute in Geneva.

Archi Rastogi, Chief Evaluation Advisor

Dr. Archi Rastogi is the Chief Evaluation Advisor at the IEU. He has over 17 years of experience in various sectors, ranging from grassroots NGO to media, academia, the UN, and management consulting. Archi has a PhD in natural sciences, MSc in Environmental Management, and BSc in Biological Sciences. He is an Adjunct Senior Research Fellow at the Institute of Water Policy, Lee Kuan Yew School of Public Policy, National University of Singapore.

Booyoung Jang, Researcher

Booyoung is a Researcher at the IEU. Before joining the IEU, she held roles in program organization and multilateral partnership management for development programs focusing on the Southeast Asia region with years of research and analysis experiences fostering regional cooperation and integration. She holds an M.A. in International Relations and Economics from Johns Hopkins University School of Advanced International Studies.

Chenhao Liu, Research Assistant Consultant

Chenhao is an applied economist currently working as a research assistant consultant with the IEU. He had 7.5 years’ extensive working experience with the UN common system focusing on social development, sustainable development, climate finance, and economic development, in agencies including the Global Environment Facility-World Bank Group, Food and Agriculture Organization of the United Nations, and Green Climate Fund. He holds two master’s degrees in economic development, and is a CFA level-2 candidate.

Daisuke Horikoshi, Principal Evaluation Officer

Daisuke is a Principal Evaluation Officer at the IEU. His extensive field experience includes 10 years with Japanese development agencies, JICA and JICS, as a Country Specialist for Pacific Countries and a Procurement Specialist. At IEU, Daisuke works in evaluation, oversees legal processes and assists with administration. Daisuke has an MPA in Development / Management from Columbia University, an MA in Anthropology and a BA in Law.

Elangtlhoko R. Mokgano, Team Assistant

As Team Assistant with the IEU, Elang assists the Unit in working with information in machine-readable formats for data analysis. Elang holds a Master’s degree in Economics and Finance from Hanyang University in South Korea and completed her first degree in Economics and Accounting.

Galyna Uvarova, Data and Geographic Information Systems Specialist

Galyna is IEU's Data and Geographic Information Systems Officer. Her field experience in geospatial capacity includes analytics for humanitarian needs, disaster risk assessment, as well as geospatial analysis and visualization. She has a Master of Science in Environmental and Economic Monitoring and a Bachelor of Science in Geography, Cartography, and Land Use.

Genta Konci, Evaluation Specialist

Genta is an Evaluation Specialist at the IEU. She has more than 16 years of international experience monitoring and evaluating development sector across UN agencies, governments, donors, and private organizations. Prior to the IEU, she worked as an Evaluation Specialist with the UNDP’s Independent Evaluation Office (IEO) where she conducted independent country programme evaluations, supported thematic evaluations of UNDP Inter-Agency Pooled Financing and Operation Services Corporate Evaluation and other evaluation capacity development initiatives in IEO. Before that, she worked at the UNEP Evaluation Office in Kenya. Genta holds a bachelor’s degree in Sociology and a MA degree in International Development from Deakin University.

Imee Necesito, Evaluation Intern

Imee is an intern with the IEU DataLab. She holds a PhD in Water Resources Engineering and Hydrology/Climate Change from Inha University, South Korea. She also completed her master’s degree in South Korea, after receiving her licence* as a Civil Engineer in the Philippines. Before pursuing her PhD, Imee worked as a hydrologist and drainage engineer. She later joined the academe of her Alma Mater, the University of Santo Tomas in the Philippines.

Issahaku Npoagne Tawanbu, Evaluation Intern

Issahaku Npoagne Tawanbu is an Evaluation Intern at IEU working closely together with the QAR workstream. Before joining IEU, he worked with Tropenbos Ghana,  a network member of Tropenbos International (an international environmental NGO), where he worked on sustainable natural resources policy and governance, project management, stakeholder capacity building and advocacy. He also worked actively on international forest policy initiatives including REDD+ and FLEGT-VPA processes. His research interest is in sustainable development, political ecology/economy of the green energy transition and bio-economy, climate finance and environmental justice.   He holds  MSc. Natural Resources Management from KNUST, Ghana and Erasmus Mundus double MSc degree: MSc. Tropical Forestry and MSc. Forests and Livelihoods from Dresden University of Technology, Germany and the University of Copenhagen, Denmark respectively.

Jeehyun Yoon, Evaluation Specialist (Legal and Administration)

Jeehyun Yoon is an Evaluation Specialist (Legal and Administration). She has more than 19 years of international experience with Korean development agency(KOICA), including country programming and project management in the field(Tunisia and El Salvador), evaluation, strategic planning and humanitarian assistance. She also has experience in corporate performance review, process assessment and project evaluation. She has a master's degree in urban planning and a bachelor's degree in law.

Jennifer Pampolina, Communications and Uptake Associate

Jennifer Pampolina is the IEU’s Communications and Uptake Associate. She is specialized in communications for international cooperation work within the NGO and public sector. Jennifer has worked on topics including human rights, security, rule of law, and global health. She has an LLM in Public International Law from the University of Nottingham and a B.A. in Political Science/International Relations from the University of California, San Diego.   

Martin Prowse, Evaluation Specialist

As an Evaluation Specialist, Martin is applying his 15 years of work experience in international development to support the IEU's workstreams on impact evaluation (LORTA), evidence reviews and behavioural science. He has published widely and is an editor of the European Journal of Development Research. Martin holds a PhD from the University of Manchester.

Michell Dong, Impact Evaluation Specialist

Michell is an Impact Evaluation Specialist at the IEU. Prior to the IEU, Michell worked on various impact evaluation projects in the fields of agriculture and health with the World Bank and the Asian Development Bank. Over the past nine years, she has primarily worked on designing and implementing household surveys and analyzing survey data for development projects. Michell holds a bachelor’s degree in International Relations/Economics from Wellesley College and Ph.D. in Development Policy from KDI School.

Michelle Park, Executive Assistant

Michelle Park is the IEU's Executive Assistant. Prior to joining the IEU, Michelle worked for the Embassy of Denmark as the government relations/commercial officer where she connected public and private stakeholders to promote bilateral cooperation in the sectors of energy, environment, and public health. She also worked at Samsung as Corporate Communications assistant manager. After living and studying in New Zealand for 11 years, Michelle came back to Korea and obtained a bachelor's degree in Life Sciences and Biotechnology from Yonsei University.

Peter Mwandri, Associate Data Analyst - Data Modeling

Peter is an Associate Data Analyst - Data Modeling at IEU, where he provides analytical and operational support on collecting high-quality evidence and analysis for the IEU’s evaluations. He has over six years of experience in research, data management and evaluation. Prior to the IEU, he worked at Indepth Consulting as a Data Analyst. He holds an M.Sc in Statistics from Hallym University (South Korea) and a B.Sc in Statistics from Dodoma University (Tanzania)

Prashanth Kotturi, Evaluation Specialist

Prashanth is an Evaluation Specialist with more than over 11 years of evaluation and development experience in private sector, government, and UN. Before IEU, Prashanth worked with the Independent Office of Evaluation of the International Fund for Agricultural Development (IFAD) as an evaluation officer. He has led, co-led and supported numerous corporate evaluations, thematic evaluations, evaluation synthesis, country portfolio evaluations and project evaluations. His evaluation experience includes countries in Middle East and North Africa, East and Southern Africa and Asia and Pacific region. Prashanth holds a Master’s in Business Administration from the Asian Institute of Technology.

Rishabh Moudgill, Policy and Evaluation Officer a.i.

Rishabh is the Policy and Evaluation Officer a.i. at the IEU. His prior experience includes advising the WWF-India Secretariat on policy, project design and implementation, impact evaluations, and partnerships. Trained in law and policy, he holds an LL.M. in International Law and International Relations from the University of Bristol, United Kingdom. He also holds an LL.B. in Law and Criminology from Cardiff University and a Postgraduate Diploma (PGDip) in Environment Law and Policy from National Law University, Delhi. He is a ‘Policy in Action’ Fellow at Young Leaders for Active Citizenship, India.

Seung-Moon Kang, Evaluations Assistant Consultant

Seung-Moon Kang is an Evaluations Assistant Consultant with the IEU’s LORTA team. Before joining the IEU, he worked for the Global Green Growth Institute (GGGI), and the Office of Human Resources at the GCF. He holds an MS in Agricultural and Resource Economics from the University of California, Davis, and a BS in Environmental Economics and Policy from the University of California, Berkeley.

Susumu Yoshida, Evaluation Specialist - Implementation Science

Susumu is an Evaluation Specialist at the IEU. He manages and implements the IEU's Learning-Oriented Real-Time Impact Assessment (LORTA) program. He has more than 15 years of international experience in development research and operations. Prior to the IEU, he worked at the World Bank’s Development Impact Evaluation (DIME) as an Operations Officer. He holds a Master in Business Administration and Diploma de Estudios Avanzados in Economics from Universidade de Santiago de Compostela.

Yeonji Kim, Knowledge Management and Uptake Specialist a.i.

Yeonji is IEU’s Knowledge Management and Uptake Specialist a.i. with 12 years of experience in policy, communications and uptake, and project management in various sectors, including media, the UN, and international organizations. Prior to joining the IEU, she provided Secretariat support to the UNFCCC Conference of the Parties (COP) negotiations on climate finance and led UNFCCC’s needs-based climate finance projects. Yeonji also has rigorous communications and external relations experience from the International Finance Corporation, UNESCAP, and as a news reporter and anchor at Arirang TV. She holds a Master’s in Public Policy from Duke University, USA and a B.A. in International Development Studies from the University of California Los Angeles, USA.

Youn Soo Park, Evaluations Assistant Consultant

Youn is an Evaluation Assistant Consultant for the Policy Team at the IEU. Prior to GCF, she worked at the World Bank as a consultant and a junior data analyst.  She has experience in statistical data analysis, qualitative and quantitative research, and data visualization. She holds a Bachelor’s degree in Political Science from the University of California, Los Angeles, and a Master of International Development Policy from Georgetown University.

Zephaniah Kwesi Danaa, Evaluation Intern

Zephaniah is an intern at the IEU, providing support for data analysis and the synthesis of qualitative reports and evaluative evidence for the IEU’s Learning, Uptake, Knowledge, and Synthesis workstream. He has more than 7 years of experience in research, project management, and media. Zephaniah holds a PhD in Public Administration from Yonsei University, South Korea, an MSc in Climate Change and Sustainable Development, and a BA in Geography and Resource Development from the University of Ghana.

Technical advisors to the Head of the IEU

Technical advisors to the Head of the IEU provide advice on best practices for evaluations and ensure that IEU is employing state of the art methods and practices that are well informed by theory.

Paul Winters

Paul is Assoc. Vice President, Strategy and Knowledge Department, and Director of Research and Impact at the International Fund for Agricultural Development.

Rob Van De Berg

Rob is a Visiting Professor at King's College London, President of the International Development Evaluation Association and a Visiting Fellow at the University of Sussex.

Vinod Thomas

Vinod is currently a visiting professor at the National University of Singapore and at the Asian Institute of Management, Manila.
