It takes a village: The IEU team
The IEU team consists of GCF staff based in Korea and a technical advisory group that support the Head of the IEU.
Andreas Reumann, Head of the IEU a.i.
Andreas is the Head of the Independent Evaluation Unit ad interim. His extensive experience includes designing impact monitoring systems for large R4D projects, developing alternative evaluation methods and, prior to IEU, strengthening the Center for International Forestry Research’s M&E capacity. He holds a BA in European Economic Studies and an MSc in Economics from the University of Copenhagen.
Anastasia Aladysheva, Impact Evaluation Officer
Anastasia is an Impact Evaluation Officer at the IEU LORTA programme. Before joining the IEU, she worked for over 10 years in the field of impact evaluations of development, humanitarian, and peacebuilding programmes at the Red Cross in Geneva, the Stockholm International Peace Research Institute, and the World Bank. Anastasia holds a PhD and MA in Economics and BSc in Mathematics and Programming.
Archi Rastogi, Evaluation Specialist
Archi is an Evaluation Specialist at the IEU. He has over 15 years of experience in various sectors, ranging from grassroots NGO to media, academia, the UN, and management consulting. Archi has a PhD in natural sciences, MSc in Environmental Management, and BSc in Biological Sciences.
Asha Warsame, Executive Assistant
Asha is an Executive Assistant with the Independent Evaluation Unit. She holds a Master’s Degree in Public International Law (LL.M) from the Leiden Law School at Leiden University. She has previous experience in the humanitarian field and her interests include climate justice, sustainable development and human rights.
Beatrice Muroni, Communications and Uptake Intern
Beatrice is the Communications and Uptake Intern at the IEU. She holds a bachelor’s in Political Science and a master’s double degree in International Relations. She has previously worked at the Brussels-based Regional Information Centre and at the International Fund for Agricultural Development in Rome. Her interests include communication, peacebuilding, and climate change.
Byungsuk Lee, Research Assistant Consultant
Byungsuk is a Research Assistant Consultant assisting the Independent Evaluation Unit with data creation, update and analysis. He holds a Master of Science degree in Atmospheric Sciences from the University of Illinois at Urbana-Champaign, USA.
Christina Humtsoe, Evaluation Intern
Christina is a recent graduate of KDI Public Policy and Management in Sustainable Development. She previously interned with the Sejong City Office of Education to empower and educate youth in climate change engagement. She holds a bachelor’s degree in Computer Science Engineering from MDU, Rohtak India and a master’s degree in Business Marketing & Finance from Sogang University, Seoul.
Daisuke Horikoshi, Evaluation Specialist
Daisuke is IEU’s Evaluation Specialist. His extensive field experience includes 10 years with Japanese development agencies, JICA and JICS, as a Country Specialist for Pacific Countries and a Procurement Specialist. At IEU, Daisuke works in evaluation, oversees legal processes and assists with administration. Daisuke has an MPA in Development / Management from Columbia University, an MA in Anthropology and a BA in Law.
Deborah Sun Kim, Behavioural Science Assistant Consultant
Deborah has been a social designer for 13 years in multi-lateral and cross-sector relations for sustainable development. She has a dual MA in Responsible Management and Sustainable Economics, from the UN University for Peace, and International Sustainability, from Hankuk University of Foreign Studies, and further academic history in Neuroeconomics, Communications and Psychology. She has worked with the public, private, and non-profit sectors, particularly in capacity building and innovation.
Elangtlhoko R. Mokgano, Team Assistant
As Team Assistant with the IEU, Elang assists the Unit in working with information in machine-readable formats for data analysis. Elang holds a Master’s degree in Economics and Finance from Hanyang University in South Korea and completed her first degree in Economics and Accounting.
Galyna Uvarova, Data and Geographic Information Systems Officer
Galyna is IEU's Data and Geographic Information Systems Analyst. Her field experience in geospatial capacity includes analytics for humanitarian needs, disaster risk assessment, as well as geospatial analysis and visualization. She has a Master of Science in Environmental and Economic Monitoring and a Bachelor of Science in Geography, Cartography, and Land Use.
Hellen Nassuna, Research Assistant Consultant
Hellen is a Research Assistant Consultant at the IEU. She has previously supported monitoring and evaluation functions for strengthening health information systems with Intrahealth (USAID Project) in Uganda, worked as a research assistant at Kyungpook National University, and participated in sustainable development efforts through various innovation initiatives. She holds a BSc in Software Engineering from Makerere University, Uganda, and an MSc in Engineering from Kyungpook National University, South Korea.
Iben Hjorth, Formatting and Branding Communications Assistant Consultant
As the IEU’s Formatting and Branding Communications Assistant Consultant, Iben creates various forms of communications products including videos and podcasts. She holds a bachelor’s degree in Media Studies and an MA in Global Economy and Strategy from Yonsei University. Iben has experience with climate change communications and international development work from the Nordic Development Fund, the Nordic Investment Bank, and the United Nations Department of Economic and Social Affairs.
Laurene Torterat, Research Assistant Consultant
Laurene is a Research Assistant Consultant with the IEU’s DataLab. She holds a Master's in Remote Sensing and Geographic Information Systems from the University of Rennes 2 and a Bachelor's in Geography and Land-Use from the University of Strasbourg. She previously worked at the United Nations Convention to Combat Desertification (UNCCD).
Mark Hopkins, Evaluation Intern
Mark is an Evaluation Intern at the IEU. He previously interned at the Global Green Growth Institute and the Green Growth Knowledge Platform. Mark holds a bachelor’s in History from the University of Sydney and is currently completing a master’s degree at the Graduate School of International Studies, Seoul National University.
Martin Prowse, Evaluation Specialist
As an Evaluation Specialist, Martin is applying his 15 years of work experience in international development to support the IEU's workstreams on impact evaluation (LORTA), evidence reviews and behavioural science. He has published widely and is an editor of the European Journal of Development Research. Martin holds a PhD from the University of Manchester.
Mutukwa Musole, Junior Researcher
Mutukwa is a Junior Researcher. He recently worked for a regional climate change science service centre and prior to that the National Remote Sensing Centre in Zambia. Mutukwa holds a Master of Environmental Management from the University of the Free State, an MSc in Geographical Information Science and Systems from the University of Salzburg and a Bachelor of Science in Natural Resource Management from the University of Zambia.
Peter Mwandri, Evaluation Researcher
Peter is an Evaluation Researcher - Quantitative at IEU, where he provides analytical and operational support on collecting high-quality evidence and analysis for the IEU’s evaluations. He has over six years of experience in research, data management and evaluation. Prior to the IEU, he worked at Indepth Consulting as a Data Analyst. He holds an M.Sc in Statistics from Hallym University (South Korea) and a B.Sc in Statistics from Dodoma University (Tanzania)
Rishabh Moudgill, Evaluations and Capacity Assistant Consultant
Rishabh is an Evaluations and Capacity Assistant Consultant at the IEU. He has previous work experience as a Consultant for Policy, Project Implementation and Partnerships at WWF-India’s Secretariat. He completed his studies for the LL.M. in International Law and International Relations from the University of Bristol. He holds the LL.B. in Law & Criminology from Cardiff University and the Postgraduate Diploma in Environment Law and Policy from NLU, Delhi.
Viktoriya Khan, Research Assistant Consultant
Viktoriya is a Research Assistant Consultant with IEU's LORTA programme. She holds a Master of Public Policy from the KDI School of Public Policy and Management and a Bachelor's degree from Westminster International University in Tashkent. Viktoriya has previously worked at the Asia Foundation and the Korea Transport Institute.
Yeonji Kim, Communications Officer
Yeonji is IEU's Communications Officer. Previously, she supported the global climate policy setting process as an Associate Program Officer in climate finance at the UN Framework Convention on Climate Change (UNFCCC) Secretariat. Yeonji also has communications experience working at the World Bank, UNESCAP, and as a journalist at Arirang TV. Yeonji holds a Master's in Public Policy from Duke University and a Bachelor's in Development Studies from the University of California Los Angeles.
Saesol Kang, Research Assistant Consultant
Saesol is a Research Assistant Consultant at the IEU. She holds a Master's degree in Agricultural Economics and Rural Development from Seoul National University and a Bachelor's degree in Policy Studies from Hanyang University. She previously worked at the Korea Development Institute and International Food Policy Research Institute in Washington, D.C.
Temurbek Zokirov, Evaluations and Capacity Assistant Consultant
Temurbek is the IEU's Evaluations and Capacity Assistant Consultant. He holds a Bachelor's degree in World Politics from University of World Economy and Diplomacy and a Master of Science degree in Business Administration from Ajou University. Before joining the IEU, Temurbek worked at the International Institute of Green Finance and UN Office for Sustainable Development. His research interests include sustainable finance and capacity building in the area of sustainable development.
Wonju Kim, Evaluation Intern
Wonju is an Evaluation intern at the IEU. She previously worked at the Food and Agriculture Organization of the United Nations and the United Nations Population Fund in areas of resource mobilization and youth engagement. Wonju holds a bachelor's degree in International Studies and Business Administration from Korea University. Currently, she is pursuing her MSc in Development Studies at the London School of Economics.
Technical advisors to the Head of the IEU
Technical advisors to the Head of the IEU provide advice on best practices for evaluations and ensure that IEU is employing state of the art methods and practices that are well informed by theory.
Dean is the Frederic Esser Nemmers Distinguished Professor of Economics and Finance at Northwestern University (USA).
Paul is Assoc. Vice President, Strategy and Knowledge Department, and Director of Research and Impact at the International Fund for Agricultural Development.
Rob Van De Berg
Rob is a Visiting Professor at King's College London, President of the International Development Evaluation Association and a Visiting Fellow at the University of Sussex.
Vinod is currently a visiting professor at the National University of Singapore and at the Asian Institute of Management, Manila.
