Second Performance Review (SPR) of the Green Climate Fund (SPR2023)
The Governing Instrument of the Green Climate Fund (GCF) provides for periodic independent evaluations of the performance of the Fund in order to provide an objective assessment of the results of the Fund, including its funded activities and its effectiveness and efficiency.
In decision B.BM-2021/11, the Board of the GCF launched the Second Performance Review (SPR). The scope of the SPR will be to assess:
- Progress made by GCF in delivering on its mandate as set out in the Governing Instrument as well as in terms of its strategic and operational priorities and actions as outlined in the Updated Strategic Plan for 2020–2023, in particular the extent to which GCF has: responded to the needs of developing countries and the level of country ownership; the ability of GCF to catalyse public and private climate finance, including the use of financial instruments; and supported the building of institutional capacity in developing countries and accredited entities;
- Performance of GCF in promoting the paradigm shift towards low-emission and climate-resilient development pathways, including the effectiveness of the funded activities and its effectiveness and efficiency;
The GCF Board approved a budget of USD 1,315,000 for the second performance review as contained in document GCF/BM-2021/12.
The evaluation will also be informed by a synthesis of previous IEU evaluations and global evidence reviews.
Evaluation Documents
- The Second Performance Review was launched by the Board in Decision B.BM-2021/11. This multi-year evaluation was also included in IEU workplans for 2021, 2022, and 2023.

- The approach paper prepared by the evaluation team during the inception stage describes the approach, methods, and evaluation ethics, limitations and workplan of the Second Performance Review.
- The evaluation team further developed an approach brief to provide a pre-implementation summary of the independent evaluation of the IEU’s Second Performance Review of the Green Climate Fund. It describes progress made in delivering its mandate and in promoting a paradigm shift towards low-emission and climate-resilient development pathways.

- The GCF Secretariat Management response presents the response to the Second Performance Review (SPR) of the Green Climate Fund undertaken by the Independent Evaluation Unit (IEU).
- In Decision B.35/11, the GCF Board took note of the Second Performance Review (SPR) of the Green Climate Fund undertaken by the Independent Evaluation Unit (IEU). It further requested the IEU to present a management action report to the Board no later than one year following the adoption of this decision.

Following the GCF Evaluation Policy, Management Action Reports are submitted by the IEU to the GCF Board. They track the progress made in the adoption of recommendations made by IEU evaluations. The Management Action Report on the Second Performance Review (SPR) of the Green Climate Fund was submitted to the Board as an annex to the Annual Report 2023 of the Independent Evaluation Unit (GCF/B.38/Inf.10).
