Dear friends and colleagues,  

It’s a pleasure to update you on the IEU’s recent activities. Since B.35, the team has continued working on evaluations, promoting learning within the GCF ecosystem, and fostering dialogue on evaluation and climate by engaging internally and externally on our work. 


In time for B.36, the IEU delivered its Activities Report and with it we submitted the Readiness and Preparatory Support Programme (RPSP) evaluation deliverable for B.36, the Learning-Oriented Real-Time Impact Assessment’s (LORTA) Synthesis Report 2022, and guidelines for the IEU’s effective functioning.

The IEU also continued its work on three evaluations: the Independent Evaluation of the GCF’s Readiness and Preparatory Support Programme, the Independent Evaluation of the GCF’s Investment Framework, and the Independent Evaluation of the GCF’s Approach to the Energy Sector. Since the approval of the work plan and budget in October 2022, evaluation teams have conducted preliminary planning and data collection. With the completion of country missions in Armenia, Belize, Bhutan, Côte d'Ivoire, Laos, Mexico, Mongolia, Panama and Tonga last month, nine of thirteen missions have been completed so far

The IEU continued to foster dialogue in evaluations and climate change with internal and external stakeholders. The team organized several events to disseminate lessons learned and foster dialogue on evaluation-related topics for the GCF Board, Secretariat, accredited entities and civil society and private sector organizations. The webinars and learning talks covered findings from previous evaluations and the Second Performance Review, approach papers for 2023 evaluations, evidence reviews on behavioural science interventions and women's empowerment in developing countries, and much more. We also continued our long-term engagement with the Global SDG Synthesis Coalition as co-chair of the Planet Pillar SDG Synthesis.

IEU GEARING UP FOR B.36 
The thirty-sixth meeting of the GCF Board (B.36) will take place in Songdo, South Korea, from 10 to 13 July 2023. Ahead of B.36, the IEU delivered its Activities Report, including the B.36 deliverable under the RPSP evaluation, the LORTA Synthesis Report 2022, and Guidelines for the effective functioning of the IEU.
With the completion of our first impact evaluation in Malawi, another impact evaluation later this year in Bangladesh, and 5 published baseline reports, the IEU is holding a side event at B.36 on the LORTA Programme. The side event will provide participants with a unique opportunity to reflect on and discuss the impact of the GCF's work through LORTA, the IEU's flagship impact evaluation programme. 
EVALUATION UPDATES
The Independent Evaluation of the GCF's Readiness and Preparatory Support Programme assesses the effectiveness, efficiency, sustainability and other aspects of the RPSP. The IEU conducted missions in Armenia, Belize, Bhutan, Côte d'Ivoire, Lao PDR, Mexico, Panama and Tanzania. The RPSP approach paper and 2-page approach brief are now online. The RPSP perception survey was launched in late June to collect stakeholders' views and will be open until 7 July 2023.

The Independent Evaluation of GCF’s Approach to the Energy Sector looks at the relevance, efficiency, suitability, effectiveness, and innovativeness of GCF’s portfolio in the energy sector. In April, an inception meeting with the evaluation team and Secretariat took place. The IEU also completed country missions in Mongolia and Tonga and will visit Indonesia this month.

The Independent Evaluation of the GCF’s Investment Framework examines how effective and fit-for-purpose the GCF’s investment framework, tools, criteria, and guidelines are in fulfilling the Fund’s strategic goals and mandate. The evaluation team have undertaken preliminary planning, secondary data collection and a review of data. The final report is expected in 2024.

COUNTRY MISSION HIGHLIGHTS
The IEU conducts overseas missions to ensure its evaluations secure valuable data and fulfil country needs, a core GCF principle.
In May 2023, an IEU team visited project FP107 in Bhutan. During the visit a group of beneficiaries shared a message and token of their appreciation with the IEU to deliver to the GCF. 
LORTA
In June 2023, the IEU’s LORTA programme held a four-day virtual design workshop covering the role of impact evaluations in climate change adaptation and mitigation projects. Topics included theories of change, impact evaluation methods and evaluation ethics. Participants also had the opportunity to speak with specialists in the field and engage with practical examples to test their new-found knowledge. The workshop welcomed representatives from 10 GCF projects and nine accredited entities covering 31 countries. 

Baseline reports have been online for several months for two LORTA impact evaluations, Zambia (UNDP, FP072) and Bangladesh (UNDP, FP069).

Finally, the team prepared the LORTA Synthesis Report 2022, which presents the programme’s overall achievements and each project’s progress. The LORTA programme has engaged with around 50 GCF-funded project teams, delivering capacity building sessions and technical assistance in conducting impact evaluations. B.36 will feature an IEU side event on LORTA's achievements and lessons learned.

PUBLICATIONS 
The Synthesis Note: An IEU deliverable for the Independent Evaluation of the Green Climate Fund's Readiness and Preparatory Support Programme is now available. This synthesis document overviews existing evaluative evidence of varying dimensions of importance to the RPSP. It draws on previous IEU evaluations, including findings from the first RPSP evaluation.

Considerations for integrating behavioural science in Green Climate Fund projects are now online. Using insights from behavioural science and GCF funding proposals, this learning paper offers GCF staff and project developers a short list of considerations for use during the project appraisal process.

The Working Paper Summary: Introducing the use of geospatial data in the GCF’s portfolio: Project location geocoding methodology is now available online. This 2-page document summarizes the IEU working paper on how the IEU DataLab identifies the sub-national geographical location of GCF projects by reviewing their approved funding proposals.

BOARD ENGAGEMENT 

Following its side event at B.35, the IEU recorded a webinar with Board members, alternate members, and advisers on the Management Action Reports for the completed IEU evaluations on SIDS, LDCs, Private Sector, Accreditation, and Adaptation. In May, the IEU also held a webinar for Board members, alternate members, and advisers on the approach papers for the 2023  Energy and Investment Framework evaluations. 

A similar joint webinar covering the approach papers of all three 2023 evaluations took place in May for civil society organizations, private sector organizations and accredited entities. During the events, participants shared their feedback and engaged in discussions with the evaluation teams.

SECRETARIAT ENGAGEMENT 

The IEU continues to use learning talks and webinars to promote the uptake of evaluative evidence, foster a culture of learning and dialogue, and build capacity within the GCF ecosystem.  EXTERNAL ENGAGEMENT & OUTREACH

In line with its TOR and the GCF Evaluation Policy, the IEU regularly engages in events, conferences, and activities to present key findings and lessons learned from its evaluations, evidence reviews and learning papers. Recent months have seen team members continue to build relationships and gain insight into the latest international initiatives regarding evaluations and climate finance.

NEW TEAM MEMBERS

Dr. Imee Necesito, 
Evaluation Intern

Imee is an intern with the IEU DataLab. She holds a PhD in Water Resources Engineering and Hydrology/Climate Change from Inha University, South Korea. She also completed her Master’s degree in South Korea, after receiving her license as a Civil Engineer in the Philippines. Before pursuing her PhD, Imee worked as a hydrologist and drainage engineer. She later joined the academe of her Alma Mater, the University of Santo Tomas in the Philippines.
Issahaku Npoagne Tawanbu,  
Evaluation Intern

Issahaku Npoagne Tawanbu is an Evaluation Intern in the IEU's Quality Assurance, Administration, and Review workstream. Previously he worked with Tropenbos Ghana. He also worked on international initiatives including the REDD+ and FLEGT-VPA processes. He holds an MSc. in Natural Resources Management from KNUST, Ghana and Erasmus Mundus double MSc degrees: MSc. Tropical Forestry and MSc. Forests and Livelihoods from Dresden University of Technology, Germany and the University of Copenhagen, Denmark respectively.
Dr. Zephaniah Kwesi Danaa,  
Evaluation Intern

Zephaniah is an intern at the IEU, providing support for data analysis and the synthesis of qualitative reports and evaluative evidence for the IEU’s Learning, Uptake, Knowledge, and Synthesis workstream. He has more than 7 years of experience in research, project management, and media. Zephaniah holds a PhD in Public Administration from Yonsei University, South Korea, an MSc in Climate Change and Sustainable Development, and a BA in Geography and Resource Development from the University of Ghana.
