The IEU will take part in the Bonn Climate Change Conference 2023 taking place in a hybrid format from 5 - 15 June in Bonn, Germany.

The conference is the 58th session of the Subsidiary Body for Scientific and Technological Advice and the Subsidiary Body for Implementation (SB 58) of the United Nations Framework Convention on Climate Change (UNFCCC). During the conference there will be two events featuring the IEU, where team members will share key findings and insights from IEU evaluations.

Strengthening climate finance for transformational adaptation and loss and damage action

The joint event will present evidence and policy recommendations on climate finance projections (Art. 9.5 reports), access and effectiveness for adaptation and L&D and innovative options for scaling up bi- and multilateral cooperation to the needs of vulnerable countries. 

Experts from CARE, CAN Europe, German Institute for Development Evaluation, GCF, European Bank for Reconstruction and Development, Africa Research and Impact Network, German Institute of Development and Sustainability, Northeastern University, Representatives from governments incl. from global South.

Where is the GCF and where does it intend to go? Key findings and recommendations from the second performance review of the GCF

This event will present key findings and recommendations from the Second Performance Review of the GCF. The report assesses the GCF’s progress, including how it has responded to the needs of developing countries; how it has contributed to capacity building for accessing international climate finance; and its ability to catalyse climate finance.

The Green Climate Fund (GCF) is the largest multilateral climate fund and is an operating entity of the financial mechanism of the UNFCCC. In 2023, the Independent Evaluation Unit (IEU) of the GCF completed the Second Performance Review (SPR) of the GCF. The evaluation assesses progress made by GCF in delivering on its mandate and strategic and operational priorities as outlined in the Updated Strategic Plan for 2020–2023, in particular the extent to which GCF has: responded to the needs of developing countries and the level of country ownership; supported the building of institutional capacity in developing countries and accredited entities; and catalysed public and private climate finance.   

During the presentation, the IEU will present key findings from the SPR report, highlighting  key evidence related to the GCF’s performance, governance, position, partnerships, operations and strategy. In particular, the SPR suggests the following: the GCF continues to be an important source of finance for developing countries; access to GCF requires a strategic view to partnership; current programming tools are insufficient; and there is a need to further strengthen systems for risk and results management. Noted by the Board of the GCF, the evaluation report is a key consideration in Updates to the GCF strategic plan 2024-2027. It also a consideration in the second replenishment of the GCF. 

The panel will include a senior member of GCF management, who will present the management response, as well as the GCF outlook for the forthcoming strategy.
