Three IEU webinars, held in the span of 3 - 4 March, presented the methods and approaches of the ongoing evaluations of the GCF’s Project Preparation Facility (PPF2026) and Gender Approach (GENDER2025).

Two of these webinars were facilitated by IEU’s Evaluation Uptake Specialist Yeonji Kim and one by IEU’s Evaluation Specialist Genta Konci.

The webinars were each tailored to the GCF Board members and advisors; colleagues from the GCF Secretariat; and accredited entities, CSOs and PSOs. Each webinar included two rapid fire presentations on PPF and Gender and a Q&A and open discussion. 

Event Summary

The approach of the Independent Evaluation of the Green Climate Fund’s Project Preparation Facility (PPF2026) was presented by the evaluation team members, Marco d’Errico and Elang Mokgano. 

Mandated under the IEU’s 2026 work plan, the evaluation will respond to the strategic importance of the PPF within GCF’s evolving operating model. It builds on earlier IEU’s work, including the Special study: Project Preparation Facility Review (2020). 

The evaluation aims to assess whether the PPF is fit-for-purpose, effective, and coherent with the GCF’s upstream support ecosystem, among other things. Findings, conclusions and recommendations are expected to be presented at the forty-fifth meeting of the GCF Board (B.45).  

The approach and methods of the Independent Evaluation of the GCF’s Gender Approach (GENDER2025) were also presented by the evaluation team members, Genta Konci and Alejandro Gonzalez-Caro. 

The evaluation assesses GCF’s approach to mainstreaming gender across its operations from 2019 onward, building on the 2025 IEU Gender Synthesis, and covers both organizational policies and the portfolio of funded activities globally.

The evaluation aligns with the Secretariat’s Gender Action Plan (GAP) update, and the IEU team has already provided and submitted a progress report on GAP implementation as an annex to the IEU’s B.44 activities report. The full gender evaluation is expected to be submitted during the formal GAP Update session at B.45.
