Independent Evaluation of the Green Climate Fund’s Project Preparation Facility (PPF2026)
The evaluation of the Project Preparation Facility will provide the GCF Board and Secretariat with an independent, evidence-based assessment of whether the PPF, as currently designed and implemented, is fit for purpose, coherent with the Fund’s broader suite of modalities, and positioned to effectively support access to the GCF through high-quality, country-driven funding proposals. It will assess relevance, effectiveness, efficiency, coherence, and emerging impacts.
The evaluation also builds on earlier IEU work, including the 2020 special study on the Project Preparation Facility conducted under the Independent Evaluation of the GCF’s Environmental and Social Safeguards and the Environmental and Social Management System (ESS2020).

The evaluation was commissioned by the Board in IEU Work Plan and Budget for 2026 at B.43.
- In 2020, the IEU published a special review on the Project Preparation Facility (PPF). The study examined the design and early implementation of the PPF and identified operational lessons for strengthening project preparation support.
- The evaluation team developed an approach paper at the inception stage to define the evaluation’s context, objectives, scope, methodology, key questions, and planned activities.

The GCF Secretariat provided the management response to the Independent Evaluation of the GCF’s Project Preparation Facility.

In Decision B.45/20, the GCF Board took note of the Independent Evaluation of the GCF’s Project Preparation Facility.

The Board requested the IEU to submit a management action report to the Board no later than one year following the adoption of the decision.
