PRIV2026: Independent Evaluation of the GCF's Portfolio of and Approach to the Private Sector (PRIV2026)

The evaluation will provide the GCF Board and Secretariat with an independent, evidence-based assessment of the relevance, coherence, and effectiveness of the GCF’s private sector engagement, including through the Private Sector Facility.
Building on previous IEU evaluations and reviews, and reflecting recent policy and strategic developments, it will examine the extent to which GCF instruments, policies, and partnerships support meaningful private sector participation across the project cycle and in line with country ownership. The evaluation will also assess engagement with a range of private sector actors, including micro, small and medium-sized enterprises, local financial institutions, early-stage ventures, and corporate initiatives, across climate mitigation and adaptation investments.
The evaluation team developed an approach paper at the inception stage to define the evaluation’s context, objectives, scope, methodology, key questions, and planned activities.
The IEU team developed an approach brief to provide a two-page summary of the approach paper for the evaluation, including the evaluation’s context, purpose, scope, methods, and timeline.
