IEU Learning Talk: Third Performance Review of the GCF

On 18 June 2026, the Independent Evaluation Unit (IEU) hosted a Learning Talk to “spill the tea” on emerging findings from the ongoing Third Performance Review (TPR) of the Green Climate Fund. 

The interactive session brought together IEU experts and external panelists for a candid “fireside chat” exploring key issues shaping the Fund’s performance.

Panelists highlighted early reflections from the review, including the GCF’s evolving role in the multilateral climate finance landscape, persistent challenges around access and accreditation, and growing pressure to demonstrate results and impact. 

The panelists include:

• Jessica Kyle, Director at the ICF
• Matthew Savage, Director of Oxford Consulting Partners

The session was moderated by Archi Rastogi, the IEU’s Chief Evaluation Advisor.
