Third Performance Review of the Green Climate Fund (TPR)
The Governing Instrument of the Green Climate Fund (GCF) mandates periodic independent evaluations to provide objective assessments of the Fund’s performance, including the effectiveness and efficiency of its funded activities. The IEU completed the First Performance Review in 2019 and the Second Performance Review in 2023, covering the initial resource mobilization period and the GCF-1 period, respectively. In 2025, through decision B.40/14, the GCF Board launched the Third Performance Review (TPR).
The TPR independently assesses the GCF’s performance in delivering its mandate during GCF-2 (2024–2027). It also seeks to inform the strategy for GCF-3 (2028–2031) and the third replenishment. The review draws on evidence from previous IEU evaluations and global studies. Key areas of assessment include the GCF’s role in the multilateral system; its institutional strategy, policies, and operations; its effectiveness as a funding agency; implementation and delivery; and its results and contribution to paradigm shift.
The final report will be submitted to the first GCF Board meeting in 2027, together with interim deliverables identified in the approach paper.
