IEU Learning Talk: What makes a GCF project ready for evaluation?

The IEU held its final Learning Talk of 2025 on what it means for a GCF project to be ready for evaluation from the start of the project cycle.
Susumu Yoshida, Evaluation Specialist, and Alejandro Gonzalez-Caro, Evaluation Data Associate, shared insights from the IEU’s evaluability assessment series, which examines whether funding proposals are designed in ways that enable credible and robust evaluation. The session discussed what evaluability looks for in project design, including a clear theory of change, measurable outcomes, baseline planning, and monitoring and evaluation arrangements.
Moderated by Jeehyun Yoon, Evaluation Specialist, the discussion also surfaced practical questions from colleagues, including how evaluability concepts can inform project appraisal, capacity strengthening, and future improvements to templates and guidance.
