PSE2026: Independent Evaluation of the GCF’s Approach to and Portfolio of Private Sector Engagement (PSE2026)

The evaluation will provide the GCF Board and Secretariat with an independent, evidence-based assessment of the relevance, coherence, and effectiveness of the GCF’s private sector engagement, including through the Private Sector Facility. Building on previous IEU evaluations and reviews, and reflecting recent policy and strategic developments, it will examine the extent to which GCF instruments, policies, and partnerships support meaningful private sector participation across the project cycle and in line with country ownership. The evaluation will also assess engagement with a range of private sector actors, including micro, small and medium-sized enterprises, local financial institutions, early-stage ventures, and corporate initiatives, across climate mitigation and adaptation investments.
