9th Asia-Pacific Climate Change Adaptation Forum (APAN Forum)

The Independent Evaluation Unit (IEU) of the Green Climate Fund participated in the 9th Asia-Pacific Climate Change Adaptation Forum (APAN Forum) in Bangkok, Thailand, held under the theme “Resilience for All: Catalyzing Transformational Adaptation.”
Daisuke Horikoshi, Principal Evaluation Officer at the IEU, represented the Unit as a speaker in the session “Transformative Adaptation in Asia-Pacific: From Water & Food Systems to 30x30 Resilience Pathways.” The session was co-organized by the United Nations Environment Programme (UNEP), the International Union for Conservation of Nature (IUCN), and the IEU, and chaired by Dr. Dindo Campilan, IUCN Regional Director for Asia and Hub Director for Oceania.
Daisuke joined fellow presenters Jessica Troni, Chief of Climate Change Adaptation at UNEP, and M.K.S. Pasha, Asia Coordinator for Protected, Conserved and Heritage Areas at IUCN. Together, they explored how water and food systems, biodiversity, and community empowerment can converge to catalyze resilience for all.
Drawing from IEU evaluations, Daisuke presented evidence on adaptation projects in water, food, and health systems, highlighting what works, what doesn’t, and the critical role of empowerment and equity in achieving lasting transformation. The discussion underscored that adaptation must move beyond incremental change to address systemic challenges and deliver resilience at scale.
Panel discussants included representatives from UNEP, IUCN, the Food and Agriculture Organization (FAO), and the Thailand 30x30 Coalition, who reflected on how transformative adaptation can be embedded into national policies, financing frameworks, and regional cooperation platforms.
Through this engagement, the IEU contributed evaluative insights that link on-the-ground evidence with policy and financing approaches for transformative adaptation in the Asia-Pacific region.
