PRESS RELEASE: Andreas Reumann Appointed as Head of the Independent Evaluation Unit

Mr. Andreas Reumann took the helm of the Green Climate Fund’s Independent Evaluation Unit on Monday, 27 March 2023. The GCF Board appointed Mr. Reumann as the Head of IEU through a decision taken by consensus during the Board’s thirty-fourth meeting, held from 17 to 20 October 2022 in Incheon, Republic of Korea. Mr. Reumann served as the IEU’s Head ad interim from January 2021.

“I would like to thank the GCF Board for officially appointing me as Head of the Independent Evaluation Unit. I am grateful to the Board for continuing to place confidence in me and the Unit to serve this function. Having served as Head ad interim for the IEU for more than two years, I am honoured and humbled to continue to lead the Unit in its work to ensure the accountability, effectiveness, and efficiency of Green Climate Fund, the world’s largest multilateral climate fund mandated to support developing countries to raise and realise their climate ambitions,” said Mr. Reumann. 

Mr. Reumann first joined the IEU in 2018 as Principal Evaluation Officer and served as Head ad interim of the Unit since January 2021. He has extensive technical experience in designing impact monitoring systems for large Research for Development projects and developing alternative evaluation methods in the field of climate change, environment, forestry and agroforestry, and social policy. Prior to joining the IEU, he worked as a Monitoring, Evaluation, Learning and Impact Assessment (MELIA) Specialist at the Research to Impact Team of the Center for International Forestry Research (CIFOR), the CGIAR Research Program on Forests, Trees and Agroforestry (FTA), and also for the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). He holds a BA in European Economic Studies from the University of Bamberg and an MSc in Economics from the University of Copenhagen.

Background

The Green Climate Fund (GCF) was set up by the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) in 2010 to support the efforts of developing countries to respond to climate change. It aims to deliver balanced funding for mitigation and adaptation while being guided by the Convention’s principles and provisions. 

The Independent Evaluation Unit (IEU) was established by the GCF Board on 13 February 2014. It conducts independent evaluations of the GCF's activities to guarantee its accountability and synthesises learnings from high-quality and rigorous evaluations to support the GCF's effectiveness and efficiency. The IEU operates independently of the GCF Secretariat. Its Head is appointed by and reports directly to the Board. 

The IEU also provides evaluation reports to the Conference of the Parties to UNFCCC, for purposes of periodic reviews of the Financial Mechanism, of which GCF is a part.
