Ample evidence suggests climate shocks create and sustain poverty and food insecurity in rural regions of the developing world. Dr. Solomon Asfaw examines the utility of policy instruments such as cash transfers, weather index insurance, diversification and input subsidies in mitigating the increasingly deleterious impacts of climate risk on poverty and food security.
