Independent Evaluation of the Green Climate Fund’s Approach to and Protection of Whistleblowers and Witnesses (PPWW2024)

The GCF Board adopted the Policy on the Protection of Whistleblowers and Witnesses in 2018 with the objective of safeguarding GCF from prohibited practices and other forms of wrongdoing. Paragraph 73 of the Policy states that the the IIU shall engage with the IEU to independently evaluate the effectiveness of the Policy's implementation.

Following collaborate efforts and discussion by both IUs, the IEU conducted an independent evaluation assessing the effectiveness, relevance, coherence and sustainability of the Policy in the context of the GCF's approach to establish a secure and effective reporting mechanism.

Based on the findings and recommendations from the evaluation, IEU provided valuable insights into the implementation, functioning and impact of the Policy. This will enable the GCF and IIU to further strengthen their efforts in preventing wrongdoing and ensuring transparency and accountability in the utilization of Fund resources.

  • The approach paper prepared by the evaluation team during the inception stage describes the evaluation's background, methods and approaches, evaluation questions, timelines and deliverables.
  • The evaluation team further developed an approach brief to provide a one-page summary of the approach paper of the evaluation, including the evaluation’s context, purpose and objectives, scope, methods and timeline.
  • The GCF Secretariat and the Independent Integrity Unit (IIU) provided the management responses to the Independent Evaluation of the Green Climate Fund’s Approach to and Protection of Whistleblowers and Witnesses. 
  • In Decision B.40/19, the GCF Board took note of the Independent Evaluation of the Green Climate Fund’s Approach to and Protection of Whistleblowers and Witnesses. 
  • The Board requested the Ethics and Audit Committee to further consider the findings and recommendations in the Independent Evaluation of the Green Climate Fund’s Approach to and Protection of Whistleblowers and Witnesses, the Secretariat’s management response, as well as the Independent Integrity Unit’s review of the Policy, and submit its recommendations to the Board for consideration. It further requested the IEU to submit a management action report to the Board no later than one year following the Board’s consideration of the recommendations made by the Ethics and Audit Committee.
