The IEU team consists of GCF staff based in Korea and a technical advisory group that support the Head of the IEU.

Jyotsna Puri (Jo),
Head

Dr Jo Puri is the Head of GCF's Independent Evaluation Unit. She has 23 years' experience in evaluating research in agriculture, environment, health and infrastructure related poverty alleviation. Jo has worked for the World Bank, UNDP, UNEP and the International Initiative of Impact Evaluation (3ie). She has published several books and written extensively. She is also Adjunct Associate Professor at the School of International and Public Affairs, Columbia University, USA and research fellow at the Centre for Evaluation and Development (C4ED). She also sits on the boards of International Center for Evaluation and Development (ICED) and the Humanitarian Quality Assurance Initiative (HQAI). Jo has a Ph.D. and an M.Sc. in agriculture and resource economics and a Masters in Development Economics.

Roberto La Rovere

Roberto is IEU's Evaluation Advisor. He has a strong interest in evaluation and R4D and has worked for a decade at three CGIAR centers in West and East Africa, the Middle East and in Latin America. He joins GCF after seven years at UNDP's IEO based in New York. He has published on almost 100 occasions, with a third internationally peer-reviewed. Roberto holds a Ph.D. in Natural Resource Systems Economics from Bologna, Italy, a M.Sc. in Development Economics from Wageningen, the Netherlands, and a B.Sc. in Agricultural Sciences also from Bologna, Italy.

Andreas Reumann

Andreas is IEU’s Principal Evaluation Officer for the Synthesis, Uptake and Communication Work Stream. His extensive experience includes designing impact monitoring systems for large R4D projects, developing alternative evaluation methods and, prior to IEU, strengthening the Center for International Forestry Research’s M&E capacity. He holds a BA in European Economic Studies and an MSc in Economics from the University of Copenhagen.

Nathan Fiala

Nathan is a consultant with the IEU. He is Assistant Professor at the University of Connecticut in the Agricultural and Resource Economics Department. He has ten years' experience conducting impact evaluations and his work has been published in many economics and environmental journals. Nathan works closely with the Head of the IEU to assess the evaluability of GCF approved proposals, in particular their impact evaluability, using different criteria and best practices.

Solomon Asfaw

Solomon is IEU’s Principal Evaluation Officer. He oversees Impact Evaluations, Data Systems, Methods Advice and Capacity Support. Solomon's 13 years work in international research and development includes Economic and Strategic Adviser at the FAO and Regional Scientist in impact evaluation and markets at ICRISAT. He has edited and published extensively across many economic and development journals. Solomon holds a PhD in Economics from the University of Hannover, Germany.

Greg Clough

Greg is IEU's Communications and Uptake Consultant. He has held senior positions with AusAID, USAID, the World Bank, Palladium and the Center for International Forestry Research (CIFOR). At CIFOR and the World Bank, Greg implemented numerous climate change communication activities. He holds an MBA and a Graduate Diploma in Communications.

Daisuke Horikoshi

Daisuke is IEU’s Evaluation Specialist. His extensive field experience includes 10 years with Japanese development agencies, JICA and JICS, as a Country Specialist for Pacific Countries and a Procurement Specialist. At IEU, Daisuke works in evaluation, oversees legal processes and assists with administration. Daisuke has an MPA in Development / Management from Columbia University, an MA in Anthropology and a BA in Law.

Eun Young Chung

Eun Young is IEU’s team assistant. She holds an MBA from the George Mason University, USA and a Bachelor’s degree in Business Administration. Eun Young has worked with the Ministry of Economy and Finance, Deloitte Consulting and Citi Bank in Korea. Her interests include financing, project implementation and evaluation in climate change.

Fatima Zohra Moussas

Fatima is an Operations Assistant Consultant at the IEU. Previously, she was working in GCF’s HR Unit. Fatima also has experience in Finance and Auditing and co-founded the Association of ‘Moroccan Young Leaders ISCAE Casablanca”. Fatima holds a Master’s degree in Audit and Control Management, and a second Masters in Finance and Macroeconomy.

Joseph Mutunga

Joseph is an Evaluation Associate Consultant at IEU. Before joining the IEU, he worked for six years as the Senior M&E Coordinator for USAID MEASURE Evaluation Nairobi. He has extensive programme and evaluation experience with Macro International, ICF International, World Vision, DFID, Oxfam Policy Management, AMEX International and TRoCAIRE East Africa. Joseph has a Masters' Degree in Community Care & HIV/AIDS.

Liza Ottlakán

Liza is an Evaluation Associate Consultant at the IEU. She holds a Master of Science degree in Climate change, Development and Policy from the University of Sussex and a Bachelor's degree in International Relations. Liza's work at the IEU focuses on understanding what transformational change entails and she is also conducting a review of the Fund’s results management framework.

Peter Mwandri

Peter is an Assistant Evaluation Consultant at IEU where he analyses the GCF’s Funding Proposal portfolio. Peter has worked with the National Bureau of Statistics in Tanzania as a Field Enumerator and as a Data Analyst with In-Depth Consultancy. He holds a MSc in Statistics from Hallym University, South Korea.

Pamela Urbina Juarez

Pamela has a Masters in International Trade from Yonsei University, South Korea. After graduating from National University of San Marcos in Peru, Pamela worked with the Peruvian Agency for International Cooperation and the Ministry of Labour. At IEU she works on setting up and analysing evaluation data systems.

Giang Pham

Giang Pham holds a Masters in Environment, Development and Peace, with a major in Climate Change Policy, from the United Nations mandated University for Peace in Costa Rica, together with degrees in International Politics and Development Economics. She has worked as a CSR Auditor and Advisor for 15 years and a Branding Manager in the private sector for seven years. Giang is providing IEU with communications support.

Timothy Cha

Timothy recently graduated with his MPA in Development Practice from Columbia University. He has a background in education and cultural anthropology, and has worked with multilaterals, governments, NGOs, and social enterprises. He is interested in applying evidence toward holistic program and policy design across development sectors. At IEU, he assists the Learning Oriented Real-time Impact Assessment (LORTA) program.

Manav Khanna

As an intern with the IEU, Manav assists with administration and conducts research related to data analysis for evaluation. Prior to joining the IEU, he was an intern at the Global Green Growth Institute. Manav has a Master’s degree in International Trade, Finance and Management from Yonsei University, South Korea.

Technical Advisors to the Head of the IEU

Technical advisors to the Head of the IEU provide advice to her on best practices for evaluations and ensure that IEU is employing state of the art methods and practices that are well informed by theory.

Dean Karlan

Dean is the Frederic Esser Nemmers Distinguished Professor of Economics and Finance at Northwestern University (USA).

Paul Winters

Paul is Assoc. Vice President, Strategy and Knowledge Department, and Director of Research and Impact at the International Fund for Agricultural Development.

Vinod Thomas

Vinod is currently a visiting professor at the National University of Singapore and at the Asian Institute of Management, Manila.

Rob van de Berg

Rob is a Visiting Professor at King's College London, President of the International Development Evaluation Association and a Visiting Fellow at the University of Sussex.
