Jyotsna Puri (Jo), Head
Dr Jo Puri is the Head of GCF's Independent Evaluation Unit. She has 23 years' experience in evaluating research in agriculture, environment, health and infrastructure related poverty alleviation. Jo has worked for the World Bank, UNDP, UNEP and the International Initiative of Impact Evaluation (3ie). She has published several books and written extensively. She is also Adjunct Associate Professor at the School of International and Public Affairs, Columbia University, USA and research fellow at the Centre for Evaluation and Development (C4ED). She also sits on the boards of International Center for Evaluation and Development (ICED) and the Humanitarian Quality Assurance Initiative (HQAI). Jo has a Ph.D. and an M.Sc. in agriculture and resource economics and a Masters in Development Economics.
Aemal is an Evaluation Assistant Consultant at the IEU. Aemal has more than 4 years of international development experience with UNESCO, UNDP, and UN Pulse Lab Jakarta. Prior to GCF, Aemal worked on the Punjab Education Programme with the British Council, Pakistan. Mr. Khan holds an MA degree in Environment and Development from the UN University for Peace in Costa Rica.
Andreas is IEU’s Principal Evaluation Officer for the Synthesis, Uptake and Communication Work Stream. His extensive experience includes designing impact monitoring systems for large R4D projects, developing alternative evaluation methods and, prior to IEU, strengthening the Center for International Forestry Research’s M&E capacity. He holds a BA in European Economic Studies and an MSc in Economics from the University of Copenhagen.
Archi is an Evaluation Specialist at the IEU. He has over 13 years of experience in various sectors, ranging from grassroots NGO to media, academia, the UN, and management consulting. Archi has a PhD in natural sciences, MSc in Environmental Management, and BSc in Biological Sciences.
Asha is an intern with the Independent Evaluation Unit. She holds a Master’s Degree in Public International Law (LL.M) from the Leiden Law School at Leiden University. She has previous experience in the humanitarian field and her interests include climate justice, sustainable development and human rights.
Byungsuk is a Research Assistant Consultant assisting the Independent Evaluation Unit with data creation, update and analysis. He holds a Master of Science degree in Atmospheric Sciences from the University of Illinois at Urbana-Champaign, USA.
As a Research Assistant Consultant of the IEU, Cornelius analyzes how behavioral insights can be implemented in climate projects. Cornelius holds a Master's degree in Economics from the University of Kiel. Before joining the IEU, he worked at the Kiel Institute for the World Economy as a research assistant in the field of Behavioral Economics.
Courtland is IEU’s Communications and Uptake Associate. Before GCF he served with UNDP, the Wilson Center and the White House. His interests include green urban planning and effective climate change communications. Courtland is pursuing an MA in Digital Strategy from the University of Florida. He holds an MA in Global Affairs and Policy from Yonsei University.
Daisuke is IEU’s Evaluation Specialist. His extensive field experience includes 10 years with Japanese development agencies, JICA and JICS, as a Country Specialist for Pacific Countries and a Procurement Specialist. At IEU, Daisuke works in evaluation, oversees legal processes and assists with administration. Daisuke has an MPA in Development / Management from Columbia University, an MA in Anthropology and a BA in Law.
David is an Evaluation Researcher with the IEU. He holds a Bachelor’s degree in Economics and a Master’s degree in Data Science and Analytics from University College Cork in Ireland. His main work duties at IEU involve performing data analysis, visualization and reporting to support IEU evaluations and working papers.
Elangtlhoko. R. Mokgano
As an Operations Assistant Consultant with the IEU, Elang assists the Unit in working with information in machine-readable formats for data analysis. Elang holds a Master’s degree in Economics and Finance from Hanyang University in South Korea and completed her first degree in Economics and Accounting.
Emma De Roy
Emma is an Evidence Review Intern at the IEU. She holds a Bachelor of Science degree (Honours) in Behaviour, Cognition, and Neurology and a Master of Science degree in Environmental Science and has several years of experience in academic research. Prior to coming to GCF she worked at the Great Lakes Institute for Environmental Research in Ontario, Canada.
Fatima Zohra Moussas
Fatima is an Operations Assistant Consultant at the IEU. Previously, she was working in GCF’s HR Unit. Fatima also has experience in Finance and Auditing and co-founded the Association of ‘Moroccan Young Leaders ISCAE Casablanca”. Fatima holds a Master’s degree in Audit and Control Management, and a second Masters in Finance and Macroeconomy.
Iben is IEU’s Communications and Uptake Intern. She holds a bachelor’s degree in Media Studies and an MA in Global Economy and Strategy from Yonsei University. Iben previously worked at the Nordic Development Fund, the Nordic Investment Bank, and the United Nations Department of Economic and Social Affairs.
Joseph is an Evaluation Associate Consultant at IEU. Before joining the IEU, he worked for six years as the Senior M&E Coordinator for USAID MEASURE Evaluation Nairobi. He has extensive programme and evaluation experience with Macro International, ICF International, World Vision, DFID, Oxfam Policy Management, AMEX International and TRoCAIRE East Africa. Joseph has a Masters' Degree in Community Care & HIV/AIDS.
Liza is an Evaluation Researcher - Qualitative at the IEU. She holds a Master of Science degree in Climate change, Development and Policy from the University of Sussex and a Bachelor's degree in International Relations.
As an Evaluation Specialist, Martin is applying his 13 years of work experience in international development to support the IEU's workstreams on synthesis and innovation. Martin has worked at four universities across Europe and holds a Ph.D. and MA from the University of Manchester. He has published widely and is an editor of the European Journal of Development Research.
As a Research Assistant Consultant, NaYeon assists the unit with data analysis and GIS for evaluation. She holds a Master of Science in Green Business and Policy from the Korea Advanced Institute of Science and Technology and a Bachelor of Environmental Science Management and Policy.
Peter is an Evaluation Researcher - Quantitative at IEU where he analyses the GCF’s Funding Proposal portfolio. Peter has worked with the National Bureau of Statistics in Tanzania as a Field Enumerator and as a Data Analyst with in-depth consultancy. He holds an MSc in Statistics from Hallym University, South Korea.
Solomon is IEU’s Principal Evaluation Officer. He oversees Impact Evaluations, Data Systems, Methods Advice and Capacity Support. Solomon's 13 years work in international research and development includes Economic and Strategic Adviser at the FAO and Regional Scientist in impact evaluation and markets at ICRISAT. He has edited and published extensively across many economic and development journals. Solomon holds a PhD in Economics from the University of Hannover, Germany.
Temurbek is an Accreditation Synthesis Intern at the IEU. He holds a Master of Science degree in Business Administration from Ajou University. Before joining the IEU, Temurbek worked at the Japan Foundation in Osaka, Japan and at the United Nations Office for Sustainable Development. His research interests include organizational behavior and sustainable development.
Viktoriya is a Research Assistant Consultant with IEU's LORTA programme. She holds a Master of Public Policy from the KDI School of Public Policy and Management and a Bachelor's degree from Westminister International University in Tashkent. Viktoriya has previously worked at the Asia Foundation and the Korea Transport Institute.
Galyna is IEU's Data and Geographic Information Systems Analyst. Her field experience in geospatial capacity includes analytics for humanitarian needs, disaster risk assessment, as well as geospatial analysis and visualization. She has a Master of Science in Environmental and Economic Monitoring and a Bachelor of Science in Geography, Cartography, and Land Use.
Hyunji is an intern with IEU’s LORTA programme. She holds an MPA from London School of Economics and Political Science, MPP from Sciences Po and BA in International Studies. She previously worked at OECD, UN Environment Programme Finance Initiative, and Korea Federation for Environmental Movement.
Yeonji is IEU's Communications and Editing Associate. Previously, she supported the global climate policy setting process as an Associate Program Officer in climate finance at the UN Framework Convention on Climate Change (UNFCCC) Secretariat. Yeonji also has communications experience working at the World Bank, UNESCAP, and as a journalist at Arirang TV. Yeonji holds a Master's in Public Policy from Duke University and a Bachelor's in Development Studies from the University of California Los Angeles.
Laurene is an intern with the IEU’s DataLab. She holds a Master's in Remote Sensing and Geographic Information Systems from the University of Rennes 2 and a Bachelor's in Geography and Land-Use from the University of Strasbourg. She previously worked at the United Nations Convention to Combat Desertification (UNCCD).
Hellen is an intern with the IEU's DataLab. She holds a Master's in Electronics Engineering from Kyungpook National University and a Bachelor's in Software Engineering from Makerere University. Hellen previously worked at Intrahealth in Uganda where she supported the analysis and visualization of health workers' data.

Technical advisors to the Head of the IEU provide advice to her on best practices for evaluations and ensure that IEU is employing state of the art methods and practices that are well informed by theory.
