Global Impact Evaluation Forum 2025 (World Food Programme)

The 2025 Global Impact Evaluation Forum, hosted by the World Food Programme (WFP) in partnership with BMZ and Norad, will build on the momentum of the 2023 WFP Forum in Rome and the 2024 WFP–UNICEF Forum in New York. This year’s Forum pivots from exploration to joint action, focusing on how evidence partnerships can drive more effective action in complex and overlapping crises.
As the UN marks its 80th anniversary and advances a Humanitarian Reset, the Forum calls on UN agencies and partners to bridge the gap between rigorous evidence and real-world impact.
The Independent Evaluation Unit (IEU) of the Green Climate Fund, through its Learning-Oriented Real-Time Impact Assessment (LORTA) programme, will contribute to these discussions. Michell Dong will present lessons from the GCF FP026 Madagascar case study, which examines how impact evaluation can be used to measure and strengthen climate resilience in GCF-supported projects.
IEU’s participation aims to share lessons from LORTA evaluations, contribute to dialogue on climate-resilience measurement, and explore partnerships with Accredited Entities (AEs), academics, and other evaluation practitioners.
