Dear friends and colleagues,  

First of all, I acknowledge with thanks the decision of the Board to select me as Head of the Independent Evaluation Unit. I remain grateful to the Board for continuing to place confidence in me and the Unit's capacity to deliver on the evaluation function for the Fund. I am honoured and humbled for an opportunity to continue to lead the Unit, as it works to support accountability, effectiveness, and efficiency of the Green Climate Fund. 

I would also like to take this opportunity to thank my team who has worked tirelessly to make significant progress. Notably, the IEU published the Summary report of the Second Performance Review (SPR) of the GCF in time for the thirty-fourth meeting of the GCF Board. The report was noted by Board members and characterised as providing helpful lessons to inform the ongoing discussions for the review and update of the GCF’s Strategic Plan.   

The IEU has also made significant progress on other evaluations: the Independent Evaluation of the Relevance and Effectiveness of the GCF’s Investments in the African States (AFR2022) and the Independent Synthesis of Direct Access in the GCF (DA2022). Altogether, we have completed 18 country missions, nearly a thousand interviews, and data analyses in the Datalab. Another achievement was the successful delivery of the 2022 LORTA Virtual Design Workshop. Project teams from 13 GCF accredited entities joined this year’s workshop, and many of them are Direct Access Entities (DAEs) with national small-scale projects.   

The IEU continued to engage with internal and external stakeholders. We organised several events for the GCF Secretariat and the Board aimed at disseminating lessons learned and fostering discussions on topics related to our evaluations. The IEU also engaged in different conferences, including the UNFCCC Africa Climate Week, Asian Evaluation Week, gLOCAL, European Evaluation Society conference, and many others.

IEU AT B.34

The thirty-fourth meeting of the GCF Board (B.34) took place in Incheon from 17 to 20 October 2022 and marked a series of milestones for the IEU. Firstly, the Board selected Andreas Reumann as Head of the Unit. Andreas had served as Head ad interim since 2021. As highlighted by the Board, the IEU has grown tremendously over the past two years, and the team is excited to continue working under his leadership.

The Board also approved the IEU's 2023 Work Plan and Budget and the Update of its three-year rolling work plan and objectives. Accordingly, the IEU will conduct three evaluations in 2023 assessing (1) the GCF’s Operations in the Energy Sector, (2) the Fund’s Investment Framework, and (3) its Readiness and Preparatory Support Programme. The IEU will also continue to deliver advisory and capacity-building services to GCF-accredited entities and implementing partners through its LORTA programme. 
The IEU also presented the preliminary findings and recommendations set out in the SPR Summary report. Many Board members and alternate members congratulated the IEU on its quality work and highlighted the importance of the report in informing the review and update of the GCF's Strategic Plan, which was also discussed during this Board Meeting. Further, they raised some elements they wished could be further explored in the SPR final report.
Finally, the IEU held an event on the side of B.34 to share insights from the four management action reports submitted as annexes to its B.34 activity report. The management action reports tracked the implementation status of recommendations made by the following evaluations: (1) the Rapid Assessment of the GCF's Request for Proposals Modality; (2) the Independent Assessment of the GCF's Simplified Approval Process Pilot Scheme; (3) the Independent Evaluation of the GCF's Environmental and Social Safeguards and the Environmental and Social Management System; and (4) the Independent Evaluation of the GCF's Country Ownership Approach. EVALUATIONS
A Summary report was submitted at B.34 as the IEU's third deliverable contributing to the SPR. While the final report of the SPR will be published in 2023, this Summary report presents the areas of emerging evidence, findings, and initial recommendations deriving from the performance review. The report informed the Board's discussion, during B.34, around the review and update of the GCF's Strategic Plan. Find out more here.
Over the past few months, the evaluation team completed its data collection. Notably, the team conducted four country case studies, in Tunisia, Cote d'Ivoire, Kenya, and South Africa, and participated in the UNFCCC Africa Climate Week where it gathered insights from regional stakeholders. The team is now finalising the evaluation report and presented its key emerging findings to the GCF Board in a webinar held on 26 October. Find out more here.
The data collection of the Independent Synthesis of Direct Access in the GCF was completed over the summer. This included deep dives into the experience of four GCF DAEs. On 27 October, the evaluation team held a webinar to present the findings of the synthesis to Board members, alternate members, and advisors before the final report is submitted for consideration at B.35. LORTA
The IEU’s Learning-Oriented Real-Time Impact Assessment (LORTA) programme held its 2022 Virtual Design Workshop from 1 to 19 July. 49 participants from 13 GCF Accredited Entities registered for this year’s workshop. The LORTA Virtual Design Workshop is a capacity-building event where participants extend their knowledge of conducting impact evaluations of climate adaptation and mitigation projects. This year, it mainly targeted DAEs with national small-scale projects. While learning about different approaches to measuring impact, the participants worked in small groups to develop and design an initial impact evaluation for a project they are designing or implementing.
The IEU also signed three Memoranda of Understanding (MoUs) with the Caribbean Community Climate Change Center, the West African Development Bank, and the Land Bank of the Philippines. The MoUs provide a blueprint for LORTA’s capacity-building work with the three GCF accredited entities and their GCF-funded projects, FP060, FP138, and SAP010, respectively. Find out more here.

WORKING PAPER

The IEU recently published a Working Paper which sets out a methodology to identify sub-national geographical locations of GCF projects by reviewing their approved funding proposals. This methodology marks the first time the GCF's climate finance flows and distribution have been tracked at the sub-national level. Read the full paper here.

B.34 Data Outlook: Funding proposals for Board’s consideration
In the newest IEU blog, Susumu Yoshida provides an overview of the funding proposals that were up for discussion at B.34.  He also introduces the IEU’s LORTA programme aimed at providing the necessary and relevant capacity building and technical support around impact evaluation. 

IEU AND THE GCF BOARD

In the past few months, the IEU held four Board webinars to keep the Board members, alternate members and advisors up to date on its ongoing evaluations and disseminate emerging findings. In July, it organised a webinar for the Board to introduce the draft approach, methods, and timelines of the Africa Evaluation and the Direct Access Synthesis. In October, the IEU held three Board webinars covering the findings emerging from these two evaluations and the SPR Summary report.

SECRETARIAT ENGAGEMENT

Webinar on the IEU's proposed 2023 workplan: On 24 August, the IEU shared an update on its activities undertaken in 2022 and discussed the development of an evaluation plan for 2023 with GCF colleagues. The rich discussion included feedback on its preliminary 2023 workplan, including preliminary evaluation topics for next year. 
IEU Learning Talk on programmatic approaches in environment and climate: On 23 August, the IEU organised a Learning Talk which offered insights from the Global Environment Facility on how programmatic approaches can work in a multilateral context. The talk also highlighted the progress made to date with the GCF's programmatic approaches policy. Read the event summary here!
IEU Learning Talk on risk management and early warning signals: On 28 September, the IEU held its second Learning Talk. The Talk provided an overview of the GCF's risk management framework before delving deeper into the role of risk flags, the management of compliance risks and the use of proactive integrity reviews. IEU eSPResso sessions: Following the publication of its SPR Summary report, the IEU held a series of 5 bite-size webinars to present the key messages of the report to the GCF Secretariat colleagues. Each session covered a specific area of the report: governance, access, programming, results, and recommendations. The sessions promoted a dialogue within the GCF and generated insight to further inform the SPR and other IEU evaluations.
Impact evaluations - Lessons learnt from IEU's LORTA programme and other international organisations: On 31 October, the IEU brought together a group of experienced professionals in the field of impact evaluations (IEs) to discuss their use of IEs as a project assessment tool. In particular, this panel was organised to inform the GCF Secretariat's ongoing work in reshaping its results architecture. More here!

 EXTERNAL ENGAGEMENTS

The past few months have been quite busy for the IEU, with team members participating in several global conferences. During these engagements, the IEU presented key findings and lessons learnt from its evaluations, evidence reviews, and learning papers. Topics included climate adaptation, climate finance and the private sector, transformational change, women's empowerment, and impact evaluations. Click on the links below to learn more:  

NEW TEAM MEMBERS

DaEun Han, Evaluations Assistant Consultant
DaEun is supporting the implementation of the LORTA programme at the IEU. Before joining the IEU, she worked at the Office of Executive Director of the Green Climate Fund and at the UN Resident Coordinator Office and UNDP in Ethiopia. DaEun holds an MA in International Development from Sciences Po Paris and a B.A in Political Science from the University of Tsukuba.
Jennifer Pampolina, Communications and Uptake Associate
Jennifer is specialized in communications for international cooperation work within the NGO and public sector. She has worked on topics including human rights, security, rule of law, and global health. She has an LLM in Public International Law from the University of Nottingham and a B.A. in Political Science/International Relations from the University of California, San Diego.
Martina de Vries, Evaluation Intern
Martina G. de Vries is working mainly on the LORTA programme. Before joining the IEU, she worked for the United Nations Office for Sustainable Development. She is soon to obtain an MA in International Studies from Seoul National University and holds a B.Sc. in Earth Science from the Vrije University of Amsterdam.
Youn Soo Park, Evaluations Assistant Consultant
Youn is an Evaluation Assistant Consultant for the Policy Team at the IEU. Prior to joining the IEU, she worked at the World Bank as a consultant and a junior data analyst. She holds a Bachelor’s degree in Political Science from the University of California, Los Angeles, and a Master of International Development Policy from Georgetown University.
