The IEU’s Learning-Oriented Real-Time Impact Assessment (LORTA) programme held its 2022 Virtual Design Workshop from 1 to 19 July. 49 participants from 13 GCF Accredited Entities registered for this year’s workshop. The LORTA Virtual Design Workshop is a capacity-building event where participants extend their knowledge of conducting impact evaluations of climate adaptation and mitigation projects. This year, it mainly targeted DAEs with national small-scale projects. While learning about different approaches to measuring impact, the participants worked in small groups to develop and design an initial impact evaluation for a project they are designing or implementing.

The IEU also signed three Memoranda of Understanding (MoUs) with the Caribbean Community Climate Change Center, the West African Development Bank, and the Land Bank of the Philippines. The MoUs provide a blueprint for LORTA’s capacity-building work with the three GCF accredited entities and their GCF-funded projects, FP060, FP138, and SAP010, respectively. Find out more here.

The IEU recently published a Working Paper which sets out a methodology to identify sub-national geographical locations of GCF projects by reviewing their approved funding proposals. This methodology marks the first time the GCF's climate finance flows and distribution have been tracked at the sub-national level. Read the full paper here.

B.34 Data Outlook: Funding proposals for Board’s consideration
In the newest IEU blog, Susumu Yoshida provides an overview of the funding proposals that were up for discussion at B.34. He also introduces the IEU’s LORTA programme aimed at providing the necessary and relevant capacity building and technical support around impact evaluation.

In the past few months, the IEU held four Board webinars to keep the Board members, alternate members and advisors up to date on its ongoing evaluations and disseminate emerging findings. In July, it organised a webinar for the Board to introduce the draft approach, methods, and timelines of the Africa Evaluation and the Direct Access Synthesis. In October, the IEU held three Board webinars covering the findings emerging from these two evaluations and the SPR Summary report.

Webinar on the IEU's proposed 2023 workplan: On 24 August, the IEU shared an update on its activities undertaken in 2022 and discussed the development of an evaluation plan for 2023 with GCF colleagues. The rich discussion included feedback on its preliminary 2023 workplan, including preliminary evaluation topics for next year.

IEU Learning Talk on programmatic approaches in environment and climate: On 23 August, the IEU organised a Learning Talk which offered insights from the Global Environment Facility on how programmatic approaches can work in a multilateral context. The talk also highlighted the progress made to date with the GCF's programmatic approaches policy. Read the event summary here!

IEU Learning Talk on risk management and early warning signals: On 28 September, the IEU held its second Learning Talk. The Talk provided an overview of the GCF's risk management framework before delving deeper into the role of risk flags, the management of compliance risks and the use of proactive integrity reviews. IEU eSPResso sessions: Following the publication of its SPR Summary report, the IEU held a series of 5 bite-size webinars to present the key messages of the report to the GCF Secretariat colleagues. Each session covered a specific area of the report: governance, access, programming, results, and recommendations. The sessions promoted a dialogue within the GCF and generated insight to further inform the SPR and other IEU evaluations.

Impact evaluations - Lessons learnt from IEU's LORTA programme and other international organisations: On 31 October, the IEU brought together a group of experienced professionals in the field of impact evaluations (IEs) to discuss their use of IEs as a project assessment tool. In particular, this panel was organised to inform the GCF Secretariat's ongoing work in reshaping its results architecture. More here!

The past few months have been quite busy for the IEU, with team members participating in several global conferences. During these engagements, the IEU presented key findings and lessons learnt from its evaluations, evidence reviews, and learning papers. DaEun Han, Evaluations Assistant Consultant
DaEun is supporting the implementation of the LORTA programme at the IEU. Before joining the IEU, she worked at the Office of Executive Director of the Green Climate Fund and at the UN Resident Coordinator Office and UNDP in Ethiopia. DaEun holds an MA in International Development from Sciences Po Paris and a B.A in Political Science from the University of Tsukuba.

Jennifer Pampolina, Communications and Uptake Associate
Jennifer is specialized in communications for international cooperation work within the NGO and public sector. She has worked on topics including human rights, security, rule of law, and global health. She has an LLM in Public International Law from the University of Nottingham and a B.A. in Political Science/International Relations from the University of California, San Diego.

Martina de Vries, Evaluation Intern
Martina G. de Vries is working mainly on the LORTA programme. Before joining the IEU, she worked for the United Nations Office for Sustainable Development. She is soon to obtain an MA in International Studies from Seoul National University and holds a B.Sc. in Earth Science from the Vrije University of Amsterdam.

Youn Soo Park, Evaluations Assistant Consultant
Youn is an Evaluation Assistant Consultant for the Policy Team at the IEU. Prior to joining the IEU, she worked at the World Bank as a consultant and a junior data analyst. She holds a Bachelor’s degree in Political Science from the University of California, Los Angeles, and a Master of International Development Policy from Georgetown University.

The IEU will attend both the 27th Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP27) in Egypt and the 14th Meeting of the Conference of the Contracting Parties to the Ramsar Convention on Wetlands of International Importance (COP14).
