The thirty-third meeting of the GCF Board (B.33) took place at the Grand Hyatt in Incheon, South Korea. It was the first in-person meeting in Korea since B.24.
The meeting kicked off with an informal session that included a review of the Updated Strategic Plan for the Green Climate Fund: 2020-2023 (USP). The IEU’s Head a.i., Andreas Reumann, was invited to present on IEU’s deliverables contributing to the Second Performance Review of the GCF:

Genta Konci, Evaluation Specialist
Genta has more than 16 years of international experience monitoring and evaluating development sector across UN agencies, governments, donors, and private organizations. Previously, she worked as an Evaluation Specialist with the UNDP’s Independent Evaluation Office (IEO).
Prashanth Kotturi, Evaluation Specialist
Prashanth has over 11 years of evaluation and development experience in the private sector, government, and UN. Before he began his assignment at the IEU in May, he worked with the Independent Office of Evaluation of the International Fund for Agricultural Development (IFAD) as an evaluation officer.
Safaa Loukili-Idrissi, Synthesis, Uptake and Communications Assistant Consultant Safaa's background lies in research, journalism, and translation. She also interned at the Independent Redress Mechanism of the GCF before joining the IEU in April 2022. Safaa holds a Master of Science in Environmental Management from the University of Oxford.
Asha Warsame, Communication and Uptake Associate Asha previously worked as the Executive Assistant to the IEU's Head. She holds a Master’s Degree in Public International Law (LL.M) from Leiden University. Asha also has previous experience in the humanitarian field and her interests include climate justice, sustainable development, and human rights.
Rishabh Moudgill, Policy and Uptake Associate Before joining the GCF, Rishabh served as a Consultant for Policy, Project Implementation, and Partnerships at the WWF Secretariat. He holds an LL.M. in International Law and International Relations from the University of Bristol and an LL.B. in Law and Criminology from Cardiff University, United Kingdom.
Arlette Ayoroa, Junior Researcher (Behavioural, Qualitative) Arlette formerly worked as a Behavioural Science Consultant at a Paraguayan consultancy specialising in driving behavioural change for the private and public sectors before joining the IEU. She is a trained psychologist and lawyer from the Universidad Nacional del Este and the Universidad Americana, respectively.
Susumu Yoshida, Evaluation Specialist - Implementation Science Susumu manages and implements the IEU's Learning-Oriented Real-Time Impact Assessment (LORTA) program. He has more than 15 years of international experience in development research and operations. Previously, he worked at the World Bank’s Development Impact Evaluation (DIME) as an Operations Officer.
Josephine Wambui Ngala, Evaluation Intern Josephine is an expert in audio-video production, journalism, and communications-research. She is also adept in development cooperation matters such as sustainable development, human rights and gender mainstreaming. She holds a Master of International Development and Cooperation from Ewha Womans University, South Korea.
Junior Abdul-Wahab, Evaluation Intern
Junior has five years of experience in development research and has worked with organizations such as the World Bank, the Institute of Statistical Social and Economic Research, and the Ghana Statistical Service. His research interests include gender, poverty, and child welfare. Junior is completing his Ph.D. in Development Policy at the KDI School.
